Is there any way for me to command my NPC Rifleman squad members to use their medical item (Bacta Patch) that they have equipped to their utility?

No but you can heal the NPC by yourself by having it in the same position as you. Once you click use it will give a list of things you may use it on.

Even if your healing yourself I believe that you may heal other npc's but I'm not 100% sure about that.
