Not exactly. What Togan was saying is that the image SWC tries to display is an image which doesn't exists.
On firefox, do a right click > information about the page/image, and browse all the medias. You should soon find the following missing image:
http://img.swcombine.com/facilities/95/vertical_1.gif
This means the facility tries to display the vertical alignment image, while the only uploaded one is the horizontal image.

To further prove my point, I locally changed the source code of the page, and replaced "http://img.swcombine.com/facilities/95/vertical_1.gif" with "http://img.swcombine.com/facilities/95/horizontal_1.gif", and the image is now correctly displayed on my computer:

To my eyes, it can be solved in two ways: we either change the vertical alignment of the facility, but as Jevon pointed out, it seems to be in order, or we upload the horizontal image of the floating rock gardens.
