I could not find the link to the Bug Base, most likely due to a lack of sleep. When I click on the bug base link it brings me to a SWC page detailing the bug base but I can not find a way to the actual bug base.

It's working for me under the link at point 2.3

it is the first line under item 2.3 as Thalia mentioned. its intentionally like that so people don't report everything immediately when its not actually a bug.
