Just a few quick questions about crime on planets. First off, does the Criminal NPC hold any sway over the crime level of a planet? Or I should say will they once implemented? Second, I see plenty of topics that relate to certain buildings that reduce crime and increase moral, but what are the best buildings for increasing crime and lowering morale? Thanks.

Criminal NPCs do not determine the crime rate or affect it at all.

In effect, all facilities from the Each1 list increase the crime proportionally to their size, while a facility present on the Each2 list but not on the Each1 list will reduce the crime.
