I read in the rules that ground combat is in beta on some planets, and will be released to all planets once the beta period is over. Is there an ETA on the beta end/full release?

We're not able to say really. If you mean player v player only, or potentially squads as well, that is likely closer than facility or vehicle combat but we probably want to implement and test those first and then release them all together.
