A few of the rules in the A/E section seem a little redundant and I wanted to make absolutely sure of a few things.

1). Territory is defined as any planet, system, sector that is controlled by a faction and any super capital ship, capital ship, frigate, corvette, or space station that they own. Only government and paramilitary factions can A/E in their territory, in deep space/uncontrolled areas and in the territory of factions that give their authorization.

Is this correct? I ask because the rules specifically mention "Government Territory" and then mentions "Faction Territory" while giving the same list of what is considered territory. It just seems a little redundant if there is no difference.

2). It is never explicitly stated but I assume the order of superiority of territory for A/E is Planet > System > Sector. Meaning if a planet, system and sector are all owned by different factions then the faction that controls the sector can't arrest someone on a planet within the sector which is owned by a different faction, correct?

Hypothetical question, if you are on a faction-owned capital ship that is on a planet owned by a hostile faction and let someone that is part of that hostile faction on the capital ship; could they arrest you? I assume not because according to the rules the ship would be faction territory but I just want to make sure. I know they could if the ship was a faction-owned cargo container to heavy freighter or any ship owned by an individual.

1. The difference is that although only government and paramilitary factions can arrest, other (non-gov/para) factions can give authorisation to a gov/para faction to arrest on their faction's planet.

Why it talks about faction territory as opposed to just government territory is because it's pointing out that government factions (and paramilitary factions) have the ability to arrest/execute anyone (except said gov/para faction's leader) within their space as opposed to non-gov/para factions.



Government-type factions may arrest and execute everyone within their territory. "Government Territory" is defined as any planet, system, sector that they control, and any super capital ship, capital ship, frigate, corvette, or space station that they own.

Regular factions may authorize Government, Mercenary, and Bounty Hunter factions to issue warrants, arrest and execute within the faction's territory. "Faction Territory" is defined as any planet, system, or sector that they control, and any capital ship or space station that they own.

 


2. Correct, unless the planet is uncontrolled in which case it goes to the system controller. If the system is uncontrolled, then it goes to the sector controller, and if the sector is uncontrolled then it's a free-for-all for all a/e capable faction types (gov/para) just like deep space.

Per the ship on a planet scenario, the interior of the faction-owned capital ship has a higher order of superiority than the planet it's on -- unless the hostile faction had security authorisation from the faction that owned the ship to arrest -- then no, they would not be able to arrest you.
