On every group's status overview page, there is an entry for 'Total Population You Control' which is part of the prerequisites for becoming a government.

I got to thinking about something:

Let's say there is a planet and its got..50 flats on it. All 50 are owned by individual players, not a group, so there is technically no government.
A group comes in and builds another 51 flats. That gives them 'control' of the planet.
(Actually, I don't think they'd need to build 51...but I wanted to be sure they had real control.)

Now, when those population numbers are tallied up, does the group get credit for controlling the entire planet (whatever population 101 flats would provide), or do they get credit for only those 51 flats??

Can I assume the same goes for control of a system?


I don't think so, because the issue is what if Eidola controls the system, but Tytus Escorting owns the planet? The flats count only to the controller of the planet.

Not 100% positive on that, but pretty certain.
