The Administration has today decided to remove the default faction creation datacards from governments.

Do not be afraid if you have lost datacards today!

Better Edit:  This simply means that forming a medical faction/etc, and turning government, you will not retain your free creation DCs.  (Medicae, Bacta Patch, etc) 

If you R&D a ship/entity, and go government, you will keep them.
