As it has become a problem once again:

Faction customs, as an option on the CP exchange page, are NOT the same as player-owned customs. Faction custom images are the replacement for the the old DC customs. ONLY submit a faction custom if your faction owns the DC for the relevant entity, and you receive the permission of your faction's leader.
