The camera focuses on a planet shrouded in mists. You get the impression of motion as the camera moves forward until a stone temple materialises out of the concealing mists. The camera hangs there for a moment, then cuts abruptly to a room with stone walls, apparently within the temple you just saw.
At the end of the room, standing in front of a carved wooden seat, probably best described as a throne, stands a tall Gand. A long, black leather coat hides most of what he is wearing, save for a thin strip of combat armour visible upon his torso. He wears no breathing mask, and you quickly realise that the atmosphere of the planet must be what Gand normally breathe. The camera closes in to focus on his head and shoulders. He remains silent for a moment, then begins to speak.
"I am Kaalif H'al Br'daan Aal-Kaz'rad, religious and political leader of the Gand people, sometimes known to the galaxy as Alissma. Some of you have known me under the human name of Hal Breden.
"Long have the Gand people been in disarray. Confusion has existed between the tribes, and our leadership has been withdrawn from the galaxy. I intend to change that. I ask for all groups with an interest in galactic affairs to contact me for diplomatic discussions. Our holosite is available at http://highside.newcollective.org/gand/ and should be completed shortly."
The speaker pauses to collect his thoughts.
"All Gand are also requested to contact us to register for the tribal census. Furthermore, as of this time, any Gand that speaks in anything other than third person without Alissma's express permission is breaking religious law. These individuals will be subject to exile and shunning, or worse. If you have in the past been declared janwuine, please contact me directly. All those who are janwuine must be registered with the tribal census. Refer to the holosite for further information."
There is another pause, and a deep breath.
"We are also looking for skilled and able individuals to work with us. You need not be Gand in race to do so, and by joining Alissma you will be declared hinwuine, and an honorary Gand of the tribe Kaz'rad.
"That is all for now. May the grace of Ara go with you, and his vengeance be wrought upon your enemies."
