As anticipated it has been an easy task to be able to place our operatives into key positions during the consolidation of the old Arkanian and old Hyporian bureaucracy structures in the past few weeks. If we suspect deceit of any kind we will be able to secure and control the original Arkanian holdings, but also the stolen holdings of the Cooperative that the Hyporian Commonwealth were holding as their own. I have initiated the next phase of the operation which is an eyes and ears only brief. I'm confident that we will be able to provide a clear and concise appraisal of not only the general feeling from members, but we will also be able to provide key information pertaining to specific target's behaviour and actions.
The placing of these operatives will also aid in the long standing investigation of the death of Sol Savrek and the seizing control of a fellow GA government and ally. Through this unexpected and unasked for merger proposal we have been given the opportunity to do this more thoroughly, and we anticipate gaining access to additional documentation finally conclude if Nikolaj Eyre should be considered as accountable as Gaines and Mirrabel in this matter. As directed by your office, this investigation is being conducted in a sensitive manner, and should be considered precautionary in nature.
No other internal surveillance operations are being conducted at this time, and as directed all other resources are being directed towards projects that will aid the integration of all members into the Commonwealth regardless of prior affiliation.

SUBJECT: INVESTIGATION INTO MINISTER OF STATE GEORGE O ROURKE:
FINDINGS AND RECOMMENDATIONS | |

Per request this investigation was given urgent status in our department due to the public nature of the accusations, and high profile role and top level access to sensitive information that George O Rourke currently has as Minister of State. George was completely compliant with all our requests for information during our interviews, and we were unable to uncover any links between George and anyone associated with Galactic Empire's Imperial Intelligence Agency through any of our own or our allies' contacts and sources.
We then started to look at whether this was a ploy on the part of Void Wolves Pirates to further their own ends. We were able to confirm that several of the names on the list are in fact genuine, with some of those either on the run or in custody, but some were considered to be purposely erroneous to seed suspicion. Through several contacts we have formed the opinion that George's name was added to the list at the behest of Chancellor Solarius Masha to try and damage the credibility of George within The Hyporian Commonwealth, and the greater Galactic community at large. George has been vocal in calling for Solarius to be placed within the current Hyporian Commonwealth leadership structure, rather than him continuing forward in an illegitimate role as Chancellor with the same powers as a Prelate.
Our recommendations are twofold. Firstly, in clearing George O Rourke in this matter we recommend that he be fully reinstated into his position. Our findings indicate that he is a victim of slander and has no case to answer. We note that most groups that we have permanent diplomatic relations with have requested that George be reinstated as our representative at an ambassadorial level with them as soon as his charges are cleared. There are several qualified staff that we have cleared that can look after the relationships with any groups that request that George is to be removed.
Our second recommendation is that Solarius Masha should immediately have all powers and authority officially stripped, and that he should be charged and face trial. We do note however that similar to previous attempts to hold Solarius to account we expect that Prelate Nikolaj Eyre will intervene personally with you and that he will push for a reduction of his authority to that of a Deputy Minister role, and that there will be no public addressing of the allegations through formal charges or a trial. In the event this is the outcome we recommend that he be placed in a ministry that has as strong leader who can keep Solarius in check.

We are heading into an extremely tough three to four month period for the Commonwealth. Solarius Masha is determined to continue to sow discord for his own self gain. He has largely been successful in finding fertile ground for his lies and intrigue with the former Eyre and Masha family clans, especially with the continued lack of leadership and public censure of Solarius on this topic from Prelate Nikolaj Eyre (who instead has continued to try to deal with Solarius privately against advice from this office)
We have seen a change in approach from Solarius in recent days with his ill-conceived Venedlian Commerce Collective PCI Agreement proposal. The report breaking down the proposal clearly shows the the deal is purely a land grab by Solarius and his supporters. It builds on the previous attempts of stealing and misappropriation of government resources that have been uncovered. This office does note that while control of several administrative districts has been returned to Hyporian Commonwealth control, several ship are still actively under direct administration of Lethe Merchandising which Solarius now fully controls since he seized controlling stocks.
We anticipate that if - as expected - the proposal is declined, Solarius will leave the Commonwealth and attempt to subvert existing members into leaving with him.

Today Prelate Nikolaj Eyre made an unauthorised and unsanctioned announcement to all Commonwealth members re the "separation of THC and the ARK Brotherhood", apparently to pressure members of the Hall of the Heirachy who have yet to even be asked to formally vote on the proposal. In line with directives outlined in Operation Savrek's Anvil, all operatives have been instructed to begin preparations to secure and isolate all key assets to maintain stability and order throughout the Commonwealth. The military units that we have assigned to assist with maintaining order after we secure these key assets have all been background checked and have no connections to the subversive elements associated directly or indirectly with Prelate Eyre. Preparations are expected to be completed for the next phase by the start of Y21 D276.
Prime Minister Hugh Grishnak's name has also surfaced as part of our investigation of Prelate Eyre. The Prime Minister is supportive of the Prelate's course of action to try and force a separation, and has been consolidating assets within Galacian Mining Corporation. We have have yet to discern his intentions at this point, however he does have a strong sense of responsibility to the handful of former eXiles members that decided to stay when Sol Savrek was murdered. We are seeking further information to clarify his position.
