Hostile aggresion is now enabled on all planets except for the Newbie Tutorial on Darkness Prime, and in all asteroid fields (technically all systems, but bandits don't spawn anywhere except asteroid fields).

Also, escape pods no longer block combat, but they will not be targeted. No using innocent ship wreck victims as shields!
