Council flats provide clean, modern living space to unskilled workers, students, artists, and just about any other intelligent being with a tight budget. While claustrophobic, units are typically divided into lounge and bed areas. Lounges universally feature a cooking station, and the beds include a bath station with a shower and vacc tube. With keycard entry and regulated building access, these lofts are the first experience of independence for most young adults. While controversial, many housing authorities build council flats in order to centralise the lower-income community so that it can be more easily observed. With tight spaces, dim lighting, controlled visitation, and even curfews, residents are usually motivated to improve their careers and move up to a highrise flat or detached house. But until that big promotion, the council flats provide safety and privacy, where the impoverished can exist with dignity.
