It was settled originally by the galactic government as a place to send undesirables and political prisoners where they could work off their debt to society, be forgotten about, and hopefully never return. Eventually, the prison and its sand mines were abandoned due to the extreme distances that separate it from more habitable worlds. The penal colony's occupants were left to their own, disreputable devices. With but a few brave souls wandering the deserts and no local industry, Neelgaimon had been forgotten by outsiders. However, the undisturbed resources still hidden beneath its sands became a source of wealth for those adventurers who were brave enough to pioneer what would grow to become a prospering ecumenopolis.
